II Committee

Economic and Financial Matters

In general terms, the II Committee deals with issues of sustainable development and economic growth, such as:

  • Macroeconomic policy questions
  • Financing for development
  • Sustainable development
  • Information and communication technologies for development
  • Eradication of poverty
  • Globalization and interdependence
  • Operational activities for development


The II Committee also deals with issues regarding the groups of countries in special situations, such as Least Developed Countries (LDCs) and the Landlocked Developing Countries. The II Committee aims to adopt decisions by the consensus of all United Nations Member States, with few exceptions.

As a developing nation, Panama often discusses II Committee matters within the Group of 77 and China, which is a negotiating coalition of 130 developing states that works to promote its members’ economic and development-oriented interests within the United Nations General Assembly.

The thematic agenda of the II Committee can be clustered under two general subjects, the environment and economic matters.


Subsidiary bodies of the Economic and Social Council meet under this general framework, such as the Forum on Forests which meets biannually and the Commission on Sustainable Development, which meets annually. The following issues are discussed:

  • Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources
  • Implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21 and the outcomes of the World Summit on Sustainable Development
  • Follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States
  • International Strategy for Disaster Reduction
  • Protection of global climate for present and future generations
  • Implementation of the United Nations Convention to Combat Desertification
  • Convention on Biological Diversity
  • Sustainable mountain development


Economic matters

The II Committee considers the following matters under this general framework:

  • Macroeconomic policy questions, international trade, external debt, commodities, etc.
  • Follow-up to and implementation of the outcome of the 2002 International Conference on Financing for Development and the 2008 Review Conference
  • Globalization and interdependence
  • Specific actions related to the particular needs and problems of landlocked developing countries
  • Eradication of poverty and other development issues
  • Operational activities for development
  • Promotion of new and renewable sources of energy
  • Role of the United Nations in promoting development in the context of globalization and interdependence
  • Science and technology for development
  • Preventing and combating corrupt practices and transfer of assets of illicit origin
  • Women in development
  • Human resources development
  • Agriculture development and food security
  • Development in Africa
